For HCN, the challenge of health sector investment goes beyond the ability to manage assets to achieve cost savings while providing high quality services. It is to answer the question of how health sector investment can contribute to sustainable economic growth and social cohesion within regions.

HEALTH CLUSTERNET BELIEVES

 

  • All regions contain health sector assets that can support economic growth and cohesion
  • To leverage these assets effectively we need to look beyond institutionally and professionally defined policy fields
  • The skills and experience needed may not be those we are currently investing in (e.g. how to get health people to make good cases for funding to non-health people)
  • Sustainable investment in EU27 MS regions needs to focus on capacity building as well as spending and outcomes
  • “One size fits all” does not work. Regions have different starting points. Evidence, policy and action might be better framed in two ways (i) common foundations (ii) regional clusters (cohesion objectives and/or ESPON categories


OUR OBJECTIVES

 

  • Support regions to build appropriate capacity that enables health sector investment to contribute to regional economic and social development
  • Facilitate sharing of examples of regional policy development and good practice relevant to five HCN knowledge themes (Maximising health gains from Structural Funds; local procurement, inclusive employment, affordable capital investment, health innovations market engagement)
  • Support regional governments to increase engagement with their own regional and local health systems strengthening regional policy and integrated planning
  • Provide expert advice to regions and facilitate exchange of expertise between regions
  • Enable access to and provide appropriate policy, planning and performance measurement tools Influence relevant policies and other instruments at regional/local and EC levels based on insights developed by HCN and members
  • Improve understanding how health sector investment can contribute to regional development through spin-off member-led projects, HCN-led projects and partnership initiatives with other key stakeholders.
